Carolyn MillerCarolyn Miller, RN, BSN, CCM
Owner and President

Ms. Miller, owner and president of Medical Management and Rehabilitation Services (MMARS), began her journey in health care as a registered nurse at the Johns Hopkins Hospital (JHH) Pediatric Intensive Care Unit. In 1990, after leaving JHH, she was introduced to case management while working as supervisor in the world of community health. She knew immediately that it was her calling and six years later, MMARS was founded.

Since 1995, MMARS has been on the forefront of innovation and technology in the health care management field. Under Ms. Miller’s guidance, case management software and an acuity system were developed utilizing data analytics and predictive modeling tools, and employing medication reconciliation to improve patient outcomes and produce cost savings for customers in the public and private sectors.

In addition to founding MMARS, Ms. Miller is also the founding president of the Chesapeake Chapter of the Case Management Society of America, serving as a past board member.


Alan OfsevitAlan Ofsevit, BSCSE
Chief Information Officer
Director of IT  

Mr. Ofsevit’s IT background and 30-plus years of experience in the development, analysis, implementation and support of various software programs in the health care industry has made him a true asset to the MMARS team.

He has spent the last fifteen years of his career at MMARS, developing a number of complex database applications, including the MOTS database system that MMARS uses to manage and bill for the REM program. All of these programs have required a close working relationship with the states involved, handling billing, EDI, HIPAA, QA and other interactions to ensure a flexible and well run technical partnership. Additional responsibilities include managing the IT department, including help desk support, system administration and business analytic services.

Mr. Ofsevit is deeply committed to the members serviced as well as the community at large, having been awarded a Points of Light foundation award for his volunteer work with a local adult literacy group.
